Sierpeckie ulice wg Grabowskiego
Dla ruchu samochodowego w Sierpcu
(propozycje autorskie)
Dotyczy infrastruktury drogowej w Sierpcu na grudzień 2014 z uwzględnieniem dyskusji przedwyborczych.
Stan obecny.
Z dyskusji kandydatów na burmistrza wynika że jedynym tematem o którym się mówi jest wyprowadzenie ruchu towarowego z miasta, są dwie propozycje:
1. Łącznik miasta z drogą S10 przez osiedle Witosa
2. Obwodnica Mieszaki-Karolewo
Z dyskusji dowiedzieliśmy się że były opracowane studium drogowe dla jednej i drugiej wersji które kosztowały ok. 0,6 mln PLN, ale nie zrobiono nic aby te zamierzenia zrealizować, tematy te nie są też uwzględnione w żadnych planach państwa. (studium jest niedostępne próbowałem zapoznać się z opracowaniami dotychczasowymi niestety nie było to możliwe).
Z dyskusji odnosiło się wrażenie że brak tych łączników, obwodnicy jest przeszkodą w rozwoju miasta.
Ministerstwo infrastruktury zatwierdziło już plany dotyczące obwodnic które będą budowane w Polsce w najbliższych kilkudziesięciu, nie ma tam Sierpca (i być nie mogło gdy Sierpc nie wystąpi z zapotrzebowaniem na obwodnicę w odpowiednim czasie).
Łącznik z drogą S10 przez osiedle Witosa – budowa może być tylko ze środków własnych.
Były burmistrz w dyskusjach obiecywał że już teraz w ciągu 4-5 lat pobuduje łącznik. miasto pracowało nad tym tematem kilkanaście lat i nawet nie potrafiło odpowiedzieć na pismo ministerstwa infrastruktury o potrzebach miasta na obwodnice. Pracownicy miasta którzy przez kilkanaście lat nić nie zrobili mają nagle np.: przejąć grunty pod łącznik jeżeli nie potrafiono odpowiedzieć ministerstwu. Miasto nie będzie miało środków na taką inwestycję.
Dla miasta potrzeba jak najwięcej połączeń z drogą nr10. Ale obecnie widać że okres sprzyjający do budowy takich tematów się skończył, okoliczne miasta tak podziwiane przez mieszkańców Sierpca właściwie wykorzystały sprzyjający okres a my przespaliśmy ten okres a obecnie plany państwowe zostały zatwierdzone SIERPCA NIE MA W ŻADNYCH PLANACH.
Dlatego nie można czekać w nieskończoność na realizacje tych tematów które i tak nie rozwiązują problemów drogowych miasta.
Z moich obserwacji widzę że nawet realizacja tych zamierzeń nie rozwiążą problemów drogowych miasta.
Ruch tranzytowy przez Sierpc odbywa się drogą nr10, drogi o których się mówi mają obsługiwać transport towarowy Sierpeckich przedsiębiorstw.
Proponuje rozwiązywanie (poprawę) problemów drogowych miasta w miejscach oczywistych dla mieszkańców a nie dostrzeganych przez władze miasta.
Propozycje swoje przekazałem miastu, i radzie miasta 5 maja 2013r, niestety bez odpowiedzi.
Dlatego powtarzam swoje propozycje nowemu kierownictwu miasta, są to małe tematy które mogą być finansowane przy pomocy starostwa (drogi powiatowe), wojewódzkie (drogi wojewódzkie), te propozycje nie mogą kolidować z przewidzianym pracami które mają być wykonane w tym roku.
Nie przeprowadziłem badań natężenia ruchu w mieście, swoje propozycje opieram tak samo jak i inni mieszkańcy Sierpca na obserwacji, widzę jakie są trudności na Sierpeckich ulicach, do swoich pomysłów chcę przekonać władze miasta.
Obecnie cały ruch towarowy i dostawczy jest skierowany w ulicę Płocką, pl. Kar. Wyszyńskiego, ul. 11-go Listopada, w mieście postawiano znaki do 2T tam gdzie były znaki do 3,5 t oraz niechlujnie wykonane węzły drogowe tamują ruch.
Moje propozycje mają na celu dywersyfikacje ruchu samochodowego w mieście i upłynnienie ruchu samochodowego, usunięcie przeszkód hamujących ruch oraz utworzenie dodatkowego połączenia z drogą nr10 dla samochodów dostawczych i średnio ciężarowych, autobusów.
Problemy te dotyczą wszystkich mieszkańców miasta a nawet powiatu.
Najważniejsze dla miasta jest upłynnienie ruchu w następujących miejscach, są to drobne roboty i na pewno miasto jest to w stanie wykonać z zaoszczędzonych funduszy przez prawidłowo wykonane przetargi na pracę które są planowane na ten rok, jednocześnie trzeba zacząć rozmowy z właścicielami dróg (powiat, województwo) aby współfinansowały przy modernizacji ulic tak powiatowych jak i wojewódzkich.
Oto tematy które są najbardziej potrzebne miastu, są to pozycje 1, 2, 3 i 4 realizacja tych tematów upłynni ruch w mieście.
Oto moje propozycje.
1. Przegląd znaków drogowych oraz wyjaśnić dlaczego zmieniono znaki z 3,5T na 2T i skierowano cały transport dostawczy w ul. Płocką co zwiększyło utrudnienia komunikacyjne w mieście, i tam gdzie można powrócić do dawnych znaków to trzeba to zrobić.
Przegląd dróg. Tam gdzie można zastosować dodatkowy pas do skrętu w lewo lub w prawo, dokonać w mieście przeglądu przejść dla pieszych, oraz miejsce zasłaniające skrzyżowania przez znaki, zarośla, ogrodzenia trwałe zasłaniające skrzyżowania i stwarzające niebezpieczeństwo.
